Planarchy 2

Planarchy2 differs from the original v1 series because rather than using a text-based approach to maintaining a blog (announcements, news service - whatever you want to use it for), it uses PHP and mySQL. This makes is significantly more flexible than the other blogging applications currently available as you can literally do anything you want as it also uses a modular approach in its design.
