Is your PC running on a LAN, maybe even in a workplace? If so, you may have used the Net Send DOS command before. This command (Net is the command infact, Send is just an argument) lets you send messages to the other computers on the network. You would ordinarily need to use the command prompt to send such messages - in steps NetSend GUI.
NetSend GUI lets you send messages via a familar Windows interface and also maintain an address book. NetSend GUI now supports the Net Send protocol directly which provides feedback on if a message was sent successfully or not. This also means that the Messenger service does not need to be running when using NetSend GUI.
